OpenAI. Daybreak for Frontline Defenders targets organizations that run essential services without enterprise security budgets: water and wastewater operators, electric grid operators, state and local governments, community and regional banks, nonprofits, and open-source maintainers. The $1 billion figure is credit against OpenAI’s own products plus training, technical support, and partnerships, and OpenAI is targeting consumption over the next six months.
