1. Indra and Cohere sign sovereign AI MoU covering Spain, Canada, and Europe

Cohere. On May 20, Spanish defense and technology group Indra and Cohere signed a Memorandum of Understanding to collaborate on sovereign AI solutions across Spain, Canada, and Europe, with the signing taking place during a bilateral state visit that included King Felipe VI and Carlos Cuerpo, First Vice-President of Spain’s Government. The collaboration runs through Indra’s IndraMind initiative, which contributes sovereign computing and data management capabilities, while Cohere supplies its enterprise model stack and agentic technology under a framing of balancing “capability and control” through onshore compute, data governance, and partnerships with model providers. Planned workstreams include an agentic AI platform for SME growth and expansion, supply-chain resilience tooling, and joint research into AI defense applications aimed at improving interoperability and multinational decision-making, extending Cohere’s European sovereign-AI push beyond its existing Aleph Alpha and SAP arrangements.
